precicely.

flyby, we cant out run horses because we arent designed to go fast, our muscles arent big enough, unlike the huge muscles of a horce or cheetah. but we are higly adaptable. also, if you get 4 legs, at least 2 of them have to be on the floor at once to balance it, so, yes its easier to balance, but when moving, its actually harder than 2 legs, as it has an imbalance as the legs are diagonal, and so is likely to fall over, especially if it get hit by an explosive, but a 2 legged mech could place its legs out to give it a huge base, and so be almost impossible to push over (you ever tried pushing someone over when they have a huge base?) put it this way, all forms of legs are flawed, except 6, as they leave a triangular footprint, which has no weaknesses, so that or tracks is the best way to go

oh, also flyby, cheetahs and horses spend most of their time in the air, but i cant see a heavy mech doing that, so it would move more like an elephant or cow, and cows are easy to tip over (hence the famous student sport of cow tipping)

You've just gotta make what you think is cool for a mech - when deciding to make a mech you already break realism, so 2 legs or 4 legs won't make much difference.

Or... You could have 6 legs. That way you have at least 3 legs on the ground at any given time, and what's more balanced than a tripod? Also, it may take while (a really LOOOOOONG while), but we may have legged transports at the very least in the future. Extensive robotics testing has proven that when it comes to traversing rough terrain, legs are the way to go. We may not have bipeds or quadropeds, but we may have hexapods as transports or light gun platforms, but a legged design is just a bit unsuited for combat. The legs would have to be the most armored part of the machine, and therefore usually the heaviest, which would improve balance slightly but would make it harder for the mech to move. But, this is the power of the human imagination at work, so in the meantime, I thin kthe idea of giant killer robots is just kick-ass! Viva Battletech!

As for tanks being low to the ground, i'm pretty sure that's so that it is harder to hit the underbelly of the tank, which is usually the least armored spot, That is why hovering tanks wouldnt make sense, you'd need to put as much armor on the bottom of the tank as everywhere else, or otherwise it would be very vulnerable.
