Temporary navalyard solution
Deleting every geometry entry in the factionbuilding.ini for the navalyard except the BuildCompletion = PLACED_BY_PLAYER makes the yard buildable on water.
However, there are 2 problems with that.
1. The building doesnt have any geometry (though I believe this can be solved by setting the meshes as Physical Collision in gmax)
2. The building can also be built on land ( Again, I believe this can be solved by giving the ships only a WATER locomotor, I think they will move to the nearest water when they are built )
