True enough. It's just that WZ2100 is one I remember well, since I've got it at home. It's also a 3D RTS, one of the first IIRC. At the time I thought that as far as the engine went it was that Tiberian Sun
should have been.
You could approximate it by having a constructable APC or tank chassis/body which you could upgrade in a number of ways. You could either have a basic body with an upgrade menu in the vehicle or an 'upgrade center' which into which you feed APCs on one side and get 'upgraded' vehicles out of on the other.
For inspiration you could look at the M113 APC, which IRL has been upgraded in any one of dozens of ways. Dozer blades, MG turrets, missiles, mortars and mortar turrets, gun turrets (up to 90 mm low pressure), ADA, engineering, cargo, it's all been done. IMO only bribes prevented it from being chosen for the US Army's new medium brigades (the Stryker was chosen instead).
