Why is GLA van named Technical? Its not a hi-tech unit at all.

I think it refers to low-tech unit. Even in the 'Black Hawk Down' movie, the Rangers call it technicals

The word technology comes from arabic, so the word technical probably means something to peopel who speak arabic.

"technical" is just the standard military term for a truck (or any civilian vehicle really) that has been outfitted for military use.

As for WHY that is actually the case, I have no idea.

I think it's because it is just a civilian vehicle, but the weapons make it "Technically" a military vehicle.

This is correct. Of course, that would mean that the Combat Cycle and Battle Bike, among others, also qualify as "technicals", but it would be confusing with more than one unit sharing the same name.
