Default newbie help: weapon salvaging mod

this is my first attempt at a mod for ZH, but I'm not totally new at ini modding so I already knew how to extract them.
Anybody can help me with this?
My idea is to change GLA units so that they can get the effect of crate upgrades by paying it like an overlord or to make a "general point bonus" that let you build vehicles already crate upgraded.
I think it would be easier to start with a mod that let you build upgraded vehicles right from the factory without needing a general point and only then to think how to make it into a general point bonus.
I parsed the glavehicles.ini to get some ideas but there are too many unknown things.
how moduletags work? what is the meaning of the number after them?
how to change conditions? maybe something similar to what is done for building veteran units right from buildings, who knows.

what a great module info it is! thanks

now I know that when a "weaponsalvager" goes over a crate a "condition: crateupgrade" is fired and the upgrade happens.
I know how to create a behaviour to start the upgrade by clicking on the button.

what I can't find is how to set "ConditionState= xxx" to a certain value, that is I don't know how to fire at command that "crateupgrade condition" fired by a crate.
Anybody knows how to do it or any similar trick already used somewhere else?
