it means that when you purchase a minigunner three will come out and when you purchase a tankhunter two will come, I have achieved this.

The solution is to duplicate the minigunner and tankhunter and have the barracks create the appropriate numbers of the new units not the original ones and then have a commandset upgrade to produce these new units.
