Well, there's some great tuturials onthis site. You might also want to check out killakanz's site (can someone get a link), and don't forget the original Discreet tuturials!

blitzkrieg2 has some old proclone tutorials in their download I think - explain both skinning and bones & stuff.

I use photoshop for skinning, I'm crap at it, but I have a few ok tutorials how to play around with photoshop, but nothing that directly relate to skinning a low poly model like those we create for generals (i'm at work now, don't have them here)

...anyway, skinning is shit, just don't give up...
