Default Death From Above - Taking the elevated position

I was playing Call to Arms, which is the mod I PR for, and I landed some snipers on this cliff thing. The enemy infantry are at the bottom of the cliff thing and my snipers couldn't target them. Next, I land some of the UK's mortar infantry up there. You figure, mortar round goes up, Newton's law brings it back down. Well, that didn't work either. So, I airlift some AS90's and LIMAWS' (projectile and missile artillery) up onto the cliff thing and I still can't shoot down!

WTF is wrong with Generals?! In Tiberian Sun, I placed my NOD artillery up on a ridge and the elevated position gave me the advantage. In RA2, I'd place my snipers up on a ridge and pick off infantry from a safe spot. The higher ground always rendered positives, why doesn't it in Generals? I know it's not a mod bug either, because I tried it with vanilla Generals.

Can this be changed?

Hmm, I'm not really sure, but this one thime I had my Burton (different model and weapons) climb a cliff and had him snipe (yes thats right, he had a long range sniper) on infantry below. It worked, but this was on something like a small mountain and might have been his cliff locomotor that allowed him to shoot.
