I've seen that done before and in my opinion it looked terrifying... If its not done right you will end up with a mess that doesn't look like water at all...

grab all the original textures from the testures big files then open them up in in your prefered image editor and start editing away. then done put them all in a folder with a readme file telling people where to put htem. then you done.
have fun, and drink lots of coffe cos thats a lot of textures to edit.

well if you want to create new textures you will have to re UVmap all the models, which is even more work, just edit the originals but dont save over the originals, save using thename of the originals but somewhere else of you choice.
as for making cell chaded water, i would try to find some flash tutorial sights, flach IMO is prolly the easiest way to make sell shaded looking water, maybe you can find a tut for animating it to, youll just have to adapt the tut to how generals does its water animtation.

no, you can just make new textures fit in the existing folder of the game
if you have the textures, put thm in Generals\Art\Terrain and open up the Terrain.ini
in there copy an existing example and edit name and filename, NOT group or sorting ... the game does not support NEW groups, but the textures will show up in the existing groups.

oh well if he said he wanted to change the terrain textures that would have made it easier to give help, that is totally different, i thought he was talkin about changing unit textures. well then changing the terrain isnt quite as hard or as much work.
