can't you open them with Photoshop? You need a .dds plugin for Photoshop, then just save as tga

Yep, works with PSP as well. Irfanview, a freewar image app, will open dds files without need for a plugin and you can covert them to tga.

If you don't have Photoshop, somebody made a dds to tga converter a while ago... try the search button

As I said above if you don't have the money you can get Irfanview which is a great freeware image editor and has dds natively supported. I have it even though I have both PSP and PS because it loads very fast and is great for simple editing like cropping, converting and resizing. It even has some filters, but if you want lots of advanced image editing power you need PS or the new PSP.
