Well I'd start doing some work, drawing up proper plans, maybe make some models, or do some coding for the mod. Just to show you're actually gonna make it.

Don't ask for what you should do You should know what to do. make the project yours and start doing it. Don't depend entirely on other or you'll get nowhere. You need to make joining your mod attractive by showing other modders you also a modder and a dedicated worker.
Write up a nice design document that lays out all the features of the mod, and maybe get some concepts and such. You need to have a nice solid foundation for your project, and getting all the documentation ready helps. If you want, you can even code an entire mod without models, and just use placeholders to get everything working. That way, you have something done for people to see.
