Default Empty vehicles

Isn't there a setting you can use for the worldbuilder to make them start out empty?

If not, you could always make a new weapon that uses the sniped warhead (but a bit more range). Now give the civilian unit a dummy ocl unit that it starts out with (an invisible/untargetable drone-type unit). Give it a lifetime update and that new weapon as a death weapon. That should make it so that whenever you start a map its on...the ocl automatically dies, and empties the civvy unit.
So whats the easiest way to have empty units on the map on startup?
