Im pretty sure the textures named 'housecolor' are DDS, and used in conjunction with mesh objects in the W3d file also named 'housecolor'.This is the method used on structures and vehicles.
With infantry it is different, they are tga files with the 'zhca_' prefix, and do not require any special mesh naming.It goes purely on the alpha channel and the prefix.
BTW, if you are using Photoshop 7.0, then you must either downlaod the fixed tga pluging from adobe, or update your version to 7.1, or you will not be able to save tga alpha correctly.
