Default String Editor...?

where can I download the Generals String editor, or if I dont have to what do I do to edit the Strings ?

Data\English\generals.csf
If you open it with notepad you can see bits of the strings.
I remeber seen a .csf editor on a site somewhere, but i don't remeber which.

I cant find the csf file in any of the Generals folders............

XCC Mixer can edit CSFs, but you have to extract the CSF yourself.
