I changed the Scud Launcher around abit and now when it fires the existing missile does not dissappear, also if the vehicle is at a strange angle the missle still fires from the original Z axis. Any solutions?
Is this still in the code:
ProjectileBoneFeedbackEnabledSlots = PRIMARY SECONDARY
If it's missing that should be the reason for the still there missile.
Hmm, about the angle, I don't think there can be anything done about that. It's set to fire a set angle from the the main body of the vehicle, not the ground.

I placed the same code you did and mine worked, not sure why your isn't. Seems odd. Generals has some strange quarks. I found just by copying and repasting sometimes it'll work. Go figure huh?

The Scud is more technically an IRBM or TBM for Intermediate Range Ballistic Missile, or Theatre Ballistic Missile. It is not capable of traveling from continent to continent (generally), so it is a shorter range. Just my $.02 for you.
