It needs to go in C:\Program Files\EA Games\Command and Conquer Zero Hour\Data\INI\Weapon.ini
In Zero Hour each general has his own ini file for each category of vehicle. You can also just make a new ini with a different name and the game will read it just the same.

If you want easy modding for "fun" projects, download TibEd V2, there's a link to the main site at the front of this site.

Sorry I only replied now, but I went to get some sleep.
I used FinalBig this morning and found out something interresting --> XCC only finds the BIG files he auto detects at start up. So when I browsed all the data files in the Zero Hour directory it finds no BIG file in the ...\EA Games\Command and Conquer Zero Hour\Data\ location.
So when I used FinalBig I located the INI.big file!!!
If I looked at the forum earlier I would have seen to post made by Kelso and saved some time --> But thanks any way Kelso, and thanks to everyone who replied!!!!!
And yes godwin I do Mod a Little (Generals, RA2(no yuris revenge->don't got the game),TS and Firestorm, and some other games)
PS: Why is there a second INIZH in ZH? If I delete it, the game still works normaly -> is this a back up?

When I install ZH the program unpacks the big files like musicZH,SpeechZH,W3DZH,...
into C:\games\EA GAMES\Command & Conquer Generals Zero Hour\
With them there is a INIZH.BIG file but the other one is in C:\games\EA GAMES\Command & Conquer Generals Zero Hour\Data\INI\ --> this is the one i need to change. The other one, i can alter or even delete and it has no effect on the game at all. So I would like to know what it is for?

so let me try to understand, you extracted all of yours .BIG files on your generals folder, so you get your date\ini folder, right=, so at this point you got a inizh.big and a INI folder full of ini files under your cnc zero hour folder\data\ini, right?
if this what you mean, then it's obsious your inizh.big ain't doing anything, because for what I understand (I'm quite new on modding also), ZH will load first your big files but then open your data\INI, so your INI files under your data\INI will overwritt the actual inis that are over the .BIG file. Confused? :P
ok i mean is, If you got a weapons.ini under yours inizh.big and one under data\INI folder, the game will load the weapons.ini that is at data\INI

You're right about that SOLO => so I tried to remove the INIZH from the Data/ini/ location to see what happens => the game then uses the INIZH file in the root directory and start up using that data.
I can mod Zero Hournow, knowing where I have to look now, but I still wonder what the point is to use 2 INIZH files. Maybe the Data/ini/ folder works as an override directory and by inserting differrent files here you can mod the game. And by clearing the content of that directory you can restore things to default.
But that is just my opinion, could be wrong.

wait a second, what you mean with "remove the INIZH from the Data/ini/ ", all .BIG files r supose to be on the root directory (near of the .exe file), so you telling, u had a INIZH.BIG on ur data\ini folder? andone on root directory??
