How can I make a tank or infantry receive hoard bonus but get affected by another upgrade set other that Nationalism/Patriotism?

Sometimes thats better.

Except the Red Guard is affected by the Nationalism/Patriotism bonus.

As far as I know, that's all hard-coded and thus off-limits to modders.
