How do I change the color (dark blue) of the outline of the windows in ZH menus and such?

I think it's just a texture. You can edit the texture or specify a new one (I think). Don't know much about WND editing really.

No, I don't think it's a texture... All the other interface stuff is, but the outlines I think is something in WND... does anyone know exactly where?

it is a texture. Didn't Call to Arms change it to a weird camo boarder?

Look at SCSmShellUserInterface512_001.
Then recolor the parts that you want to change.
