To do that, you will need to copy the GPS Scrambler's button name from the GLA Science command set (in CommandSet.ini) and paste it to one of the USA Science command sets. Then, you need to find the GPS Scrambler science in Science.ini and remove the SCIENCE_GLA prerequisite.
