Default Veterancy and garrison bonuses

Alright first of all, for some reason the garrison bonuses aren't working in my game. Here's the code:

WeaponBonus = GARRISONED RANGE 140% ; when garrisoned, all weapons get n times normal range
WeaponBonus = GARRISONED DAMAGE 100% ; when garrisoned, all weapons get n times normal range

Alright, now for the veterancy. Is it possible for me to make certain units not be affected by certain veterancy values? Like rate of fire - I want my machine guns to have a fixed 600 RPM, but if they gain veterancy their rate of fire increases insanely. I want to keep the ROF bonus for other units, like infantry and tanks (more experienced crews/soldiers, faster loading/aiming/firing etc.).

Could you not just edit the veterancy weapon in weapon.ini to have the same ROF as the normal weapon ( but include the increased damage and whatever other weapon advantages ) ?

As for the garrison bonuses, I'm not sure as I've never used it, but i assumed that was the only line that needed changing.

For the veterancy, have you tried using the WeaponBonus tag with the VETERAN, ELITE, and HERO arguments on a single weapon in Weapon.ini? I'm not sure that it will work, but you can try it out.
