Try to swith the weapons order. Make the antiground weapons PRIMARY and the antiair SECONDARY. Let's see what happens.

Still only has the air-to-air missile. So far the only changes it's acknowledged are the ones to the weapon itself, not to the jet.

No it's NOT just when you use guard or attack move. Select a plane with two ammo types. Tell it to attack something. It will fly to the target and empty out one of its weapons on the target. Then it'll just keep flying up and down, desperately trying to empty the other clip, even though that weapon is incapable of attacking the target.
