I don't like the fact that China Hackers can't Money Hack from inside a building (Vanilla Generals - Not Zero Hour). Is there a way to introduce a "Internet Center" into Generals so they can garrison themselves and keep hacking? Also, someone created a China SpyTruck - could the Hackers be placed into the truck and continue to hack?

The internet center was new logic introduced in Zero Hour. I don't know think there is a way to port it back to Generals.

If you mean a Hacking Truck by that second thing, it's possible (in ZH of course). Although I don't think it's possible to have a truck both allow normal infantry and hackers.
