Default Soldiers have Power Outage?????

I suppose it may have something to do with the fact that i am a huge gla and china player , oppsed to USA , but i was recently playing a game and had various tweaks and edited files installed and noticed something odd.
Stranger yet, i uninstalled my game , and reinstalled everything fresh and legit , and it still happens. Does anyone know how to fix the issue that i am experiencing. This is the problem.

When playing the USA, and setting up a strategy center. Upon choosing a battle plan , and than transfering orders from one plan to another , it seems all my soldiers have a POWER OUT episode. This is just to silly. How can i fix this? Anyone.

This is not a bug, when you change the strat centers Strategy it stops all units it affects and gives them a different strategy (upgrade).

This is not a bug, this is how it is meant to be.

OK , i suppose thats fine than , but i still think it is silly. Anyways , i dont suppose anyone knows of a way to remove the flashing power icon, or maybe reduce the time that they stand around being NUETRAL.?

In my opinion , i dont think that all the USA's troops would just drop their stuff and stand around waiting for the orders to come through , seems redonkulous. Lol, so please tell me , there must be a way to remove it eh?

BattlePlanChangeParalyzeTime = 5000

Change the time here. Located in FactionBuilding.INI uder strategycenter code.
