Try this:
ConditionState = NONE
; etc
TransitionKey = TRANS_Normal
End
ConditionState = ACTIVELY_CONSTRUCTING
; etc
TransitionKey = TRANS_Building
End
TransitionState TRANS_Building TRANS_Normal
; etc
AnimationMode = ONCE_BACKWARDS
End

Sadly, nada. Heres an animation of what its doing. Works forward cos there are 2 conditionstates bridged by a transitionstate so thats easy enough. Just cant get it to go back down. Need a conditionstate or some other trick.
