Default Technical Difficulties with the technical (!)

I'd like to modify the upgrade system on the technical so it will take effect on the relevant crate upgrade (as it does now) or a veteran level upgrade;
the cannon upgrade on crate one or veteran level, the rpg on crate two or heroic level.
Can this be done? I've tried several times and keep getting 'Technical Difficulties'.

HELP!

I do not think it is possible, the only idea that I have is to set the upgrade probability to less than 100% in the crate data.

so when it picks up the boxes after vehicle is destroyed? or once it becomes a veteran?

I'd prefer weapon changes with veterancy instead of scavenging if you can gave only one.
