Gewt a copy of csf editor. You can find these utilities at Deezire.net here , or at other Generals modding communities. At least im pretty sure it is in the utilities section here. hehe (maybe its not)

If not , search for it at google. CSF Editor

For example if I was adding a unit from China to USA and I edited the one for USA would this affect the chinese unit???

i guess not, if you give the object other names (like China_Unit and USA_Unit) you can edit USA_Unit to what you like
