Default area affecting power plants

I heard some guy says that you can make a power plant that only supplies power to buildings around it. Is this really possible? If yes,what should I do to make this? thx

I was planning to use it for a more realistic touch,you know,like a power plant in your main base is NOT supposed to be able to power a bas that is under siege by the enemy in real life.And oh yeah,anyone can tell me how moduletags work?

I heard that the act of war guys are going to make the Iraqi power plant affects only the vicinity around it.Is this right?
