Nyahahahaha :lol: I admire your honesty on this, but ideas alone cannot carry the weight of such a project, especially a Total Conversion mod like yours and a terribly inept project leader at that one. Unless of course when you said the word "hiring" you will actually pay people with real money- now thats another story... but I doubt it.
Now the question is how do you drag people to realize your dreams without resorting to financial means? One method is, and usually the "de facto" in the modding community is to INSPIRE people with that dream of yours. And this community does exactly that with solid, real and no non sense inspirational materials like renders, screen shots, and beta releases. On the other hand, empty ideas and promises such as your RA2 Remix mod does not mean a thing to the community.
Let me give you a friendly advice. Start with some cute and small mod first. Say, add some new units or generals in Zero Hour. Realize the potential of your creativity in a micro scale first. After you have proven your worth in a much less demanding scene (and at the same time honing your modding skills) climb your way up the modding prestige ladder. By the time you are actually ready for a total conversion mod (your RA2 remix) you will then have earned respect from the community, a few modders might be willing to help you even without some screen shots or renders from your mod. Now after having recruited a couple of loyal modders at your side, you can now proceed to make some initial stuff to show to the public. If the the community liked your team's preliminary offering then expect more modders taking part in your project sooner or later.
Now thats how things are done here in the community. If you don't like it you can always "hire" people $$$ :S
