Every time I put this ingmae and set the buttons to 5 and add the new special so I only us 4 of the new buttons and start the skirmish game as GLA I get a run time error

Works fine for me. Make sure your shortcut button uses Command = SPECIAL_POWER_FROM_COMMAND_CENTER and that you have SpecialPowerShortcutButtonCount = 5 under PlayerTemplate FactionGLA.

Nevermind I got it, but you never told me to put it in a folder of its own.

Just place the .wnd file in the 'Window' directory and PlayerTemplate.ini in Data\INI.
