making a transforming model should not be that hard. You will need to make the model itself, then bone it through the transform points. Take a look at Proclone's guide to rigging the Titan model he made.
Then just animate it in Gmax, export the animations, skl, and model.
Look at the old crusader for a guide on how to slap the animation file into the ini.
For Shields, you could try the Chinese prop. tower with an armor bonus to everything within radius. you should be able to set it to affect all units and buildings.
