Thats not from the beta, its from the alpha versions..... the only people who are likely to have it are Deezire (who was the one who originally posted that pic iirc) or RVMECH.

Thats a strange one as the structure itself is still in the INI files. FYI, it was called a Secret Lab but never did anything special, it could just be garrisoned like any other civvy structure.
