You'd need to make a projectile for them if you want to do that. Non-projectile weapons can't be inaccurate. So just make an invisible shell projectile and make it fly really fast. Then you can use ScatterRadius or ScatterRadiusVsInfantry to make it miss. Oh, and don't forget to give the damage a small DamageRadius, otherwise it won't do any damage.

ok...now i have another problem, look at this:
Weapon SpectreCannon2
PrimaryDamage = 25.0
PrimaryDamageRadius = 2.0 ; 0 primary radius means "hits only intended victim"
ScatterRadius = 3.0
ScatterRadiusVsInfantry = 8.0 ;When this weapon is used against infantry, it can randomly miss by as much as this distance.
AttackRange = 260.0
DamageType = SMALL_ARMS
DeathType = NORMAL
WeaponSpeed = 999999.0 ; dist/sec (huge value == effectively instant)
ProjectileObject = GenericTankShell
ProjectileDetonationFX = FX_CarpetBomb
FireFX = WeaponFX_StreakinShellz
FireSound = ExplosionGeneric
RadiusDamageAffects = ALLIES ENEMIES NEUTRALS
DelayBetweenShots = 80 ; time between shots, msec
ClipSize = 50 ; how many shots in a Clip (0 == infinite)
ClipReloadTime = 6000 ; how long to reload a Clip, msec
End
and when the spectre fires, you see the tracers going to the unit/structure, but the unit,structure doesnt recieve ANY damage?!

Perhaps damage type SMALL_ARMS is really trifling to the building that is to receive some damage, or projectile Generic tank shell is unsuitable to the specified fire process =)

Or it could be the weapon speed. Try something more realistic, like 2000.
