Is there any tutorials on the net to change the particle cannon into the Ion Cannon, because i've been looking on the net and can't find anything.

Anyway, all you need to do to stop the Particle Cannon from moving when directed by the player is to set its traveling speed to 0.

For the normal USA General, you can find the Particle Cannon entry (where the code for controling the beam is) in [INI]\Object\FactionBuilding.ini. The General-specific versions are in the respecive INI files.
