It's actually pretty easy.

Create or edit an existing map.ini and add the following lines for each house that you want without or reduced MaxGarrison value:

Code:
Object [ObjectName]
 ReplaceModule ModuleTag_XX
  Behavior = GarrisonContain ModuleTag_XX_[AlternativeName]
    ContainMax          = 1
    ;ContainMax          = 10 ;standard value
    EnterSound          = GarrisonEnter
    ExitSound           = GarrisonExit
  End
 End
End
An example:

Code:
Object AsianTrainStation
 ReplaceModule ModuleTag_03
  Behavior = GarrisonContain ModuleTag_03Alt
    ContainMax          = 1
    ;ContainMax          = 10 ;standard value
    EnterSound          = GarrisonEnter
    ExitSound           = GarrisonExit
  End
 End
End

Wouldn't you need to edit the building's CommandSet to take off all those extra buttons for occupying units as well?

Well if you check civilian buildings that are using the GarrisonContain module you won't find a CommandSet line.

I think the game either automatically displays 10 exit command buttons whenever a GarrisonContain module is present or it dynamically changes the amount of buttons depending on the count of slots set in the GarrisonContain module.

It hides the buttons for the slots that are missing. So you don't need to edit the CommandSet AFAIK.

Thanks CodeCat, that's what I thought. I wonder whether EA really wanted this to happen, or it's just a useful side-effect
