Default Locomotor Bug?

Hello, I was trying to do some minor modifications on some units in C&C Generals using several ini files, however I encountered something unusual when it comes to modifying each unit's locomotor.
Using XCC mixer I extracted some ini files including the Locomotor.ini and placed them on appropriate folders where it could perform its functions.
After that I started making several new locomotor figures in its ini file and assigned them to units which I was hoping to modify.
However, the problem is, no changes in movement speed have been made. its like nothing happend. are there some available solutions to resolve this?

Where did you put the files after extracting?

the usual. Generals -> Data -> INI
quite strange since all other INI files works just fine

to make sure, I tried changing some other unit's locomotor values with those which are already available for the game.

example, in the Faction.ini file, I tried changing the Paladin Tank's locomotor value with that of other units like Rocket Buggy

*** ENGINEERING Parameters ***

from

Locomotor = SET_NORMAL CrusaderLocomotor
Behavior = etc.........
Mass = etc...........
End

to

Locomotor = SET_NORMAL RocketBuggyLocomotor
Behavior = etc.........
Mass = etc.........
End

without modifying any figures in the Locomotor.ini, still no changes were made in game. some version issues perhaps?
