Default China Nuclear Launcher with no timer?

What do I need to edit so that once the China Nuclear Launcher is built it doesn't need a countdown to launch the missile - it can launch as soon as it's built? However, I want it so that it can't launch again until the regular timer expires.

1. China Nuclear Launcher completes building.
2. Missile door opens immediately. (No countdown)
3. Missile can launch. Once it does launch -
4. Player/AI can't launch again until 5 minutes. (Countdown)

What needs to be editted to make this work? The reason I want to do this is to keep players constantly spying on other player/AI to see if they are building any superweapons and to take out the superweapon during the building process. Players will be able to launch immediately once the superweapon is built.
