Default Pathpoints

Ok, so I've learned to add Inner and Outer perimeters to multiplayer bases but the AI does build tanks but does nothing with them, he only attacks with bare minimal antiinfantry or infantry units. What's causing the AI to just build tanks and not send them after other bases?

Sorry to be bumped, but I recently used pathpoints going from one base to another, is that needed or do I just need a short line as seen in Dib's example?
