How do I make my jet shoot on demand like on a command set.

for example, it takes one missile to destroy my tank but the aircraft is so far away by the time the tank dies the aircraft already let 2 missiles off.

Give the aircraft the command button called
Command_ChinaJetMIGFireNapalmMissile
This will fire one shot from the primary weapon each time you click the button and then click a target.
