You might try downloading CSF Editor and taking a look in Generals.csf

The game looks for labels in the Generals.csf file found in the Data folder (or Generals.str if you downloaded Pro:Gen). If you want to edit a text label, simply choose Generals.csf and find any line with the label object: (for naming an object) or controlbar: (for describing the object). Couldn't be any easier. Note if you want to add a new line of text to the label insert \n somewhere in the quotes. To add a hotkey to an object, look for the label controlbar: and an ampersand. The ampersand highlights the letter to the right of it and makes it a shortcut command for the button.

Quick tip:

Save yourself a load of heartache by using Generals.str instead of Generals.csf.
