Getting your hands dirty is one of the fastest ways to learn how to mod. I suggest copying all your INI files (or copying the files from INIZH.big and editing the extracted files) first though so you can always revert if you mess up.

Do you want to mod it in a map.ini so it affects a single map, or in a full mod so you have to install a mod to see it?

I have a Generals mod where the biohazard tech is armed with a flame thrower (he keeps his cleanup power too). He can be built by the GLA barracks. see:

The easiest way to modify anything in Generals is to download and install FinalBig, extract all of the files from INI.BIG into the Data folder, and alter the coding directly. You can also add new units, powers, and maps if you wish. As CommieDog says, always back up the files you are modifying in case you make a mistake.

For the purposes of packaging and distribution, it is easier to extract only those files you are going to change and not all the ini files.

For extracting, XCC mixer is better than final big.
