Default Cameos Won't Show Up

I downloaded the files for the USA Phalanx Tank from tibgen.cannis.net and coded them into the Zero Hour game. When I selected my War Factory, I found random button images appear where the new Phalanx image should have been. Also, the picture for the Phalanx doesn't show when I select a Phalanx. Any suggestions?

P.S. Here are the installation instructions for the USA Phalanx Tank, which I followed exactly:

===4. Install & Run===
*Included files:
avphalanx.W3D (Tank)
avphalanx_D.W3D (Damaged Tank)
avphalanx_D1.W3D (Destroyed Tank Chassis)
avphalanx_D2.W3D (Destroyed Tank Turret)
saphalanx.TGA (Cameo)
saphalanx.TGA (Select Portrait)
readme.txt (This File)

Extract all W3D files to:
C:\GAMES\Command & Conquer Generals\Art\W3D OR C:\GAMES\Command & Conquer Generals Zero Hour\Art\W3D
Extract all TGA files to:
C:\GAMES\Command & Conquer Generals\Data\English\Art\Textures OR C:\GAMES\Command & Conquer Generals Zero Hour\Data\English\Art\Textures
Please verify that this is the case before proceeding.

Code Phalanx tank unit as you would any other for use in Generals.
NOTE: Use the Paladin's barrel model for barrel debris. It's the same on both tanks

1. textures go in ...\Command & Conquer Generals Zero Hour\Art\Textures\
2. did you add the code for the cameos?

I've seen 'random' cameos for command buttons appear, and it seems to me that the cameos to appear are actually the same as the last valid cameo to display in that button's position. Without going into all the programming behind this behavior, I think the problem is that your cameo entries are either not present in the INI code or they are incorrect.
