Default Not enough units in Pro:Gen: A need for more specialized factions

I noticed that the generals in Zero Hour don't have certain units: for the laser general, artillery; for the superweapon general, emp infantry and/or tanks. What software do I use to create the models for the new units I described? Also, what else must be done?
I want to create these units because other mods, like Shockwave and Project Raptor, have more relevant units for each side.
