Oh wow you could use something like that for the Tiberian Dawn/Redalert style mission selection maps but more sort of living and real time then the static 2D maps, or have like a global domination where each territory has a scenario and one by one you have to capture them then defend them against attack.

Maybe not. Remember Emperor: Battle for Dune? It more or less had the same set up & they dropped it the very next game.

well they never reused the engine they made for that game, which is just dumb, i don't think the technology was reused for sage either?

No it wasn't. It was built by Intelligent games in the UK. WW only did the cutscenes and published it. IG is now cut-off by the way, not sure if they still exist... They also did Dune 2000 for WW and missions for RA1 expansions.
