Um, since I bought it then I guess I would be using the final version considering there were no public or closed betas. And if it doesn't work then how did I get that image?

the only thing I can perhaps suggest is that the folder structure is slightly different because none of the folders are capped like they were in Generals...INI is now ini, Textures is now textures...etc.

I just used XCC to extract from INI.big, and copied the ini directory straight over. I put it in the Data directory created by the game. I don't think the case should matter, as Windows is case-insensitive. Data is the same as data to it.

Not only that, but after the files are moved, it reads from the directories just fine.

Perhaps -preferLocalFiles only works for certain files, like the -mod extention, and gamedata.ini is not one of them.

This is, of course, Bad News. In fact, if that's the case, it seems that EA has fucked the modders. Again.

Clarification please, does this mean making a mod that changes the population limit for multiplayer, among other things, isn't friggin possible?

Ok phew, but I've tried it myself and it gives me a mismatch error. Whenever the unedited INI.big is present in the game folder it ignores any changes and launches default population limit. Whenever the INI.big isn't present or has been edited it gives me a mismatch error in the network games menu despite the fact the files on both systems are the same. What should I do?

EDIT: I've also tried making a new .big file with the edited gamedata.ini and launching that via shortcut parameter -mod popcap.big with and without the INI.big present and neither work. Either it loads default or gives me a mismatch, so friggin confused.

EDIT EDIT: Okay nevermind, it appears that as long as the INI.big folder is within the game directory it'll load it. I had it in a game\backup folder. Works now, uh thanks for the hope... was about to get a healthy full night's sleep, no way in Hell is that happening now.
