It wouldn't have to be. As long as they were applied to the model. And that wouldn't prevent the model from showing up, just the textures.
EDIT: I just looked at the .dat very briefly and it appears that not only is each model reference but also eached named part of the model. So if your model is broken into 50 different named meshes, each one must be referenced in order for them to work.
Ugh, this is so infuriating!

Perhaps he means EA's reactiosn to the modding community. If there was a serious problem with the game affecting modability:
Valve's reaction: Oh, shit! We better fix that ASAP.
ID's reaction: Oh, shit! We better fix that ASAP.
Crytek's reaction: Oh, shit! We better fix that ASAP... oh, shit! We made it worse.
EA"s reaction: What problem? That problem doesn't exist...

hmmmm... good thing I haven't bought BFME yet... and I won't untill this issue is solved... all's I got to say is fuck EA... this is just flat out, plain and simple bull shit... btw, anybody got the Prez of EA's home address?

it won't be solved
but BFME is a pretty good RTS on its own, i don't mind if there're no mods for it, remember, mods are simply an added incentive, most devs don't take it into account as value-addedness

Well for many of us, the fact that it is a well built game means we want to mod it more. I was, and still am to a point, very psyched about developing rise of rome, and it is the first mod i have started that is generating moderate interest from the community. I will be disappointed if I don't have the opportunity to make it.
