The Faction in PlayerTemplate definately has a role as without it the side doesn't appear altogether, but you may be correct in that the combination of buildings and units contribution to the definition.
I will look into this tonight, one easy way is to search for the existance of another side such as Elves and then declare a Faction for it.
One thing that did occur to me was that the faction may require AI too, as without it the side will do nothing (like Generals and ZH). I hope this isn't the case as the AI tends to be the last thing on my list of things to do and would hinder development.

Thank you, reading the entire thread, he had not managed to add a new faction either, that is until yesterday when someone posted a possible solution. I will try the same and post my results. TY
Edit: Damn, Damn and Double Damn, it don't work for me...I have obviously done something different or missed something. Yet I fail to see it.
I found the many many references to SidesAllowed in the CivilianBuildings.INI file and added my faction to all, but still it doesn't appear.

WOOT....
Finally it works...after a little more research and a lot of frustration, I cannot believe how picky this engine is.
Ok, this is what you MUST do in order to add a new faction to BFME, if you miss out a single step, chances are it won't work.
For starters I created a faction based on one of the existing factions, just to test. I will be replacing everything l8r.
Start with PlayerTemplate.INI, add your faction. I copied Mordor and renamed the Faction to FactionOgres and change the Side = Mordor to Side = Ogres.
Then there are a few other files that you should edit such as the VictorySystem.INI, again I copied Mordors. I then copied the base objects and renamed them, again editing the sides from Mordor to Ogres and adding new command sets for my Faction.
This I did what seems like a life time ago....however nothing could be seen ingame.
Then thanks to `platty' and his link to the Elves mod, a bit of new information on the SidesAllowed in the CivilianBuildings.INI, you have to add your faction to all the buildings which they can build and also you must specify which base is unpacked, this references the name of the BSE folder.
Having done this, it still didn't work and here is where I think this engine is a bugger to mod....
The final piece of the puzzle....
Add the strings:
INI:FactionOgres
SIDE:Ogres
LWA:Ogres
LWA:OgresArmy
I don't think the last two are required, however I did for consistency. Now Generals or ZH would have simple replaced any missing strings with a MISSING STRING msg...but BFME doesn't, instead it omits the code altogether and doesn't report any warnings or errors.
At last I have my first faction...Phew, thanks to those that helped.

In lotr.csf, which you'll find in the English.big and need to extract. You can open CSF files with CSFEditor, a Generals mod tool.

What I didn't find at that link I figured out myself. And for your information I always give credit where credit is due. The fact of the matter is that most knowledge, especially when it comes to modding is contributed by the community as a whole and not one person.
Even the thread in the Middle Earth forums is not the work of one individual but of many. The guy who gave me the missing information I needed from that thread was Jrsheets955, so you see you didn't actually help me at all.
