Are you sure the changed values are actually used? Do you use -preferLocalFiles, -mod, or replace INI.big altogether?

I'm having the same problem with Command Points. I edited the Command Points in INI.big using a hex editor (600 command points for good in 3 player multiplayer), started a Multiplayer game with me using Gondor against two Random AI Easy armies, and only had 150 command points.

Well, the problem here seems obvious to me. The game isn't reading your changed ini files. Answer Koen's question

Edit: Heheh.. I don't know what happened, but I put all the BIG files back, except the INI one and extracted it. Everyone seems to work now. ^^ Thanks.

And that's what answering Koen's question would help... ok... since your new I would suggest not being an asshole.
And since he did answer Koen's question we can begin to figure out why. Although it would seem that my hypothesis is wrong (not "DUH!" perhaps) because some of his changes are taking affect.
Did you replace the old INI.big and move the old one out of the gamr dir because if you just renamed it to another big file it might still be reading it? I don't know really. I don't the new BFME file sorting system.

Here's something really simple you can do to validate if your INI's are being used. Which helped me figure out if mine were.

Edit the Credits.INI and replace some of the text with your own, then when you start the game, view the credits, if you see the original, obviously yours aren't being used.
