Im surprised nobody has tried to mod them back in - they were an integral part of the storyline and were cut from the game. If you look at early Inside The Battle Movies, you an even see their boats on the Living World Map as a player army (the boat skin is missing but apart from that you can add them back in fairly simply).

Anyways, if anyone is trying at it heres a few icons for them.

Black Corsairs are Black Numerorians (sp?)
While Manwe sunk Numenor for breaking the ban to sail to the west (led by Ar Pharaohzon (sp, man im terrible with spellings) so they sunk the island.
Elendil and his sons established Arnor and Gondor. (Rohan was a large part of Arnor in ancient times, before it became Rohan )
However, several "evil" numerorians escaped south and built a haven, which was near Harad and South Gondor.

They were the people on the boats during the siege of minas tirith that the army of the dead killed and then legolas, aragorn, and gimli road those boats to the docks to attack

Actually, the corsairs of umbar are not direct descendants from the black numenoreans (numenoreans that where seduced by sauron, morst of them where killed with the destruction of numenor), they are more some sort of mix between different cultures. During a gondorian civil war a large part of the fleet seperated but where defeated and they headed south to the harbor of Umbar where they started an independant realm, a realm of pirats and slave handlers, they mixed with the haradrim from the east and people they enslaved.

There are no models for the corsairs of umbar in the ini files, so it's not that easy to do.
