Default Create a Hero Spawn at start of a campaign?

I've been looking for a mod or some way to make my Create a Hero (or 3 CAH) spawn at the start of a campaign so that they are the heroes that can move into neutral or enemy territories and I don't have to wait until I build them in a fortress.

Does anyone know how to do this?

So what I'm asking here is let's say I'm playing Men of the West and I want to get rid of Boromir and Theoden who I think are underpowered and put in their place 2 of my Create a Heroes. And then if I want Boromir and Theoden back I can build them in a Fortress. But that last part is optional since Theoden is a paper tiger.

How would I do that?
