Ammo= will determine how many bombing runs the plane can make, not the number of bombs dropped.
You must balance the plane's Speed= versus the weapon's Range= versus the weapon's ROF=. For example, if the Range= is too large then the bombs will start dropping too soon, and you'll get more of them as the plane flies over. If the plan's Speed= is too slow, it will be within weapon range too long and you will get more bombs. Basically what you are looking to do here is only give the plane a chance to drop one bomb.
The problem is, you might find it hard to get a single bomb to drop right on target. Usually bombers work better with 3 bombs, the first is dropped early, the seconds hits the intended target more or less, and the third bomb drops late.
